Objectives: To develop new effective national uses, within niche markets, ( Migrant ESL and Title I ) for research-based proven tools and or services to aid in the development of Language Acquisition and Reading Automaticity. The implementation is to begin in 2005. The Oases of Literacy are one-stop learning centers. At these Oases of Literacy, learners gain Language Acquisition and Reading Automaticity skills through consistent, academic technology, standards-based and research-based supplemental curriculum services that can be used on site and in checkout mode.
Strategy: To develop new positioning for existing products with scientific research-based proven track records of effectiveness. The Oases of Literacy newly positions Digital Educations Productions English Academic Success for You (EASY) full product suite in combination with a Dual Language Reading Automaticity suite from Lexia Learning systems and a Lexia Spanish Language product. This combination of products combined with train the trainer services and electronic student records transfer, provide the Oases of Literacy with a complete solution for beginning Language Acquisition and Reading Automaticity.
Rationale: The constant movement of the Migrant lifestyle causes learners to suffer from inconsistent curriculum, pedagogy and supplemental educational services. The movement toward state standards helps by defining what a student must know. However, as the Migrant family moves, the interfaces to education services and thus learning lack consistency. The Oases of Literacy offers the only bi-national solution.
Title I student historically lag behind mainstream students for a variety of reasons. The Reading tools of the Oases of Literacy have been specifically selected because research has demonstrated Title I students, using these tools have closed the Academic Achievement gap with non-Title I students. With numerous instructional languages of the English Language Acquisition tools New Immigrant also benefit from the Oases of Literacy.
The Oases of Literacy offers research-based consistency in supplemental education services, thus Oases of Literacy supplement rather than supplant the standards-based work of the school systems. As a result, Migrants ESL and Title 1 students learn to speak English, Read, mainstream in school and gain access to the American Dream.
Who are Oases candidates: An Oases of Literacy candidate is any learning center that chooses to enjoy the benefits of becoming an Oases member. Oases of Literacy members commit to implementation of at least one of the Oases tools. Members then participates in the Oases communications network.
What is an Oases of Literacy: Examples of Oases are schools, libraries, churches, health centers, community colleges, technology centers, family literacy centers and other community based organizations that meet the requirements above.
When will Oases of Literacy begin: The first Oases will ship in 2005, and build nation-wide thereafter.
Where will the Oases be located: Throughout the three Migrant Streams and elsewhere as the need is recognized.
Why are Oases of Literacy important at this time: NCLB requires newcomers, whether ESL or Migrant and Title I students to take standardized test in a very short period of time. They must master spoken English and reading within a period often less than two years. NCLB is now entering the penalty phase where schools and communities can loose critical revenue, for poor test performance (lack of adequate yearly progress). Everything that is research-based and standards-based must be done to help these schools and communities. The Oases meets these requirements and even extends learning through engaging family literacy with checkout and home-based options
How will the Oases of Literacy be implemented?
